Neville would've been the Chosen One if Voldemort had chosen to pursue him instead of Harry. You see, the prophecy spoke of a boy born at the closing of July -- Harry was born on the 31 and Neville was born on the 30, a day prior. Therefore, Neville had the potential to become the Chosen One without even knowing it.

∙ 10y agoNo, because Lord Voldemort chose Harry Potter instead of him. Voldemort could have chosen either because the prophesy said (and this is paraphrasing) that the chosen one shall be born to parents who have defied him (Voldemort) three times.

∙ 12y agoHe could have chosen either. Both Harry and Neville pocessed the qualities that the prophecy stated, but Voldemort didn't hear the whole prophecy, which said Voldemort would mark him as an equal.
Dumbledore believes Voldemort choose Harry because, like Voldemort, Harry was a half-blood and he saw him as more of a threat.

Lord Voldemort chose Draco Malfoy to kill Albus Dumbledore. Voldemort never expected him to succeed and was doing it only to further punish the Malfoy family by making their son do something seemingly impossible.
