A Headmaster controls basically the whole school.

they chose who work there, in which department etc. Have meetings discussing how to improve different elements of the school eg; whether it be physical appearance or lessons. They decide what money gets spent on, and how much ( also by not going over budget of course). They interact with the students, get to know them for any future references. I'm not sure what else really!
