The cost was probably prohibitive... and for the most part, not even considered.

The first use of color was a pioneering feat in animation... and expensive. Until Disney created, with much difficulty, the first full-length feature color cartoon... most Cartoons were "fillers" in theaters [a few short minutes long] and had to be knocked out quickly by the animators. Black ink was the way to go.

The paint available then may also have been difficult to maintain color consistency from cel to cel, adding a color-checking step to the process. Again, making its use cost prohibitive.

The technology had to be studied, practiced and developed over time, like advances in any field of endeavor.
