Pokémon SoulSilver and Pokémon White will not work with one another in the sense of battling with one another or trading with one another however you can use the two games in order to do a one way transfer of your Pokémon in "Pokémon SoulSilver" in order to upload them into your "Pokémon White" game however items attached to Pokemon that will be transferred over cannot be holding items but they will be removed and placed back in your game's bag, the Pokemon cannot know HM moves such as Cut, Fly, Surf, Strength, Defog, Whirlpool, Waterfall and Rock Climb however a Pokemon that knows Defog can actually be sent from HeartGold or SoulSilver since it is not a HM move in those games.

Um, no, I dont believe so. I think you need to get the seventh first, then go to the island and talk to him. The first 7 can be done in any order, but Blue must be last.
