The Dark Tuner and Dark Synchro Monsters have yet to have been released in the Official Card Game (OCG) in Japan, so it is very unlikely they will be made available in the United States.
Almost all Synchro Monsters specify "One Tuner + one or more non-Tuner monsters" or similar. However XX-Saber Gottoms does not, as well as a Tuner, he just requires Earth monsters as components, these can be Earth attribute Tuners if you wish. Also, Red Nova Dragon has two tuners as a requirement.
Simply being a Tuner does not make a monster into an effect monster - it is not specifically an effect monster subtype, unlike Spirit or Toon. There are effect monsters who are Tuners, but there are also Normal Monsters with the Tuner subtype too, these are in no way counted as effect monsters.
no, the tuners level and the non-tuner/s level must equal the level of the monster you wish to Synchro Summon.
Depends how many syncros you got and, every deck is used in different ways so you should choose
If the Tuner has an activated ability, yes, it can negate that. It cannot stop a monster 'being' a Tuner, nor affect a Synchro Summon though.
The 'Dark Synchro' archetype will almost certainly never be brought to the TCG. The main reason is because almost all of the Dark Synchro Monsters from the show, have already been released as regular Synchro Monsters instead. Zeman the Ape King, and Underground Arachnid are two, both regular white-bordered Synchro Monsters.
No. Synchro monsters and tuners did not exist when Tag Force 2 was created. Only In 5ds Tag Force 4

Generally, no but you have to with "Red Nova Dragon". Jack called it "Double tuning". XX-Saber Gottoms does not have the 'non-Tuner' restriction; it requires a Tuner and one or more Earth monsters, these can be Tuners.

Synchro Summoning is the process by which Players send, usually, a Tuner Monster and one or more non-Tuner monsters to the Graveyard from the field while they are face-up. This allows you to Special Summon one Synchro Monster from your Extra Deck. The combined Levels of the Synchro Material Monsters must be equal to the Synchro Monster itself. You can only Synchro Summon during your Main Phases (except with the card Urgent Tuning). This process is similar to the coined term, "Contact Fusion". Note that some Synchro Monsters may require specific Tuners or non-Tuner Monsters. For more detailed instructions on how to Synchro Summon, you can choose the "Tutorial" option in the World Championship Mode, or click on the "Related Link" below.

NO!
It's a Synchro monster, just Synchro Summon it as per the usual Synchro Summon rules (send 1 tuner and 1 or more non-tuners from your side of the field to the graveyard, with combined levels equal to the Power Tool Dragon).
If you mean Synchro Monsters, they are. The newest ones nowadays are the black Xyz. but before Xyz during the Yu-Gi-Oh 5D's era they were new monsters in your extra deck you summon by sending to the graveyard from your side of the field (most commonly although some require two or specific tuners) a tuner monster and another non tuner monster whose total levels equal the synchro. Hope this helps.
No. In order to synchro summon Majestic Red Dragon, you need Red Dragon Archfiend, Majestic Dragon, and Non-tuner monsters. Quickdraw Synchron only substitutes for tuners with "Synchron" in their name
