Yes, the license for the Sailor Moon manga has been renewed and Kodansha USA is planning on releasing the first volume of Sailor Moon, as well as the first volume of Codename: Sailor V, on September 13, 2011.
You can read more at Kodansha's website, and until the release date, you can pre-order copies of the manga from a number of retailers.
Note that the anime has not been renewed yet by any company, and the live action remains to be licensed in English, if it ever will.
