Assuming you already went to 2 island and talked to that guy.
You have to battle them. They will ask a question like "You want to bring it on" Or some thing similar.
Then then will leave and you can go on and save the Lostelle.

After beating the bikers go north more then head west keep going until you reach berry forest go inside and make your way to the western portion of the forest you should see a small girl nearby talk to her and then suddenly a wild hypno will attack you defeat it then you will go back to island 2 talk to the guy in the game corner again to give him the meteorite then go talk to bill on island 1 you will now be able to leave the islands.
