It might be different every time, but if it's at the same place it was for me, go to the square shaped pool in the middle of the bridge. Go to the left side of the pool and to the top corner. Face the water and press A as if you wanted to Surf. It should alert you that you found the Machine Part.
If not, I'm sorry. I don't know what to tell you.
