They are called obligate intracellular parasites because they must use a host cell's amino acids to synthesize proteins, metabolic enzymes and pathways to obtain energy, ribosomes to synthesize proteins, and nucleotides for transcription and replication. In other words, they need to use just about everything from a host cell in order to survive.

virus are connecting link between living and non-living. As they possess the capabilty of multiplying themselves which is the general propertiy of living beings but they can not multiply all alone or we can say that they need a living cell as a host in which they can take over the DNA replication machinery of the host and start dividing its genetic material and protein coat so that's why viruses are obligatory intracellular parasite.

Because, a virus doesn't fit any living category. The way it works is it goes to a cell and injects its DNA into it to make more viruses. Scientists have wondered whether to classify a virus as biotic or abiotic for a long time (living or non living). So I guess that they made a category that fits the virus' traits.
