It sinks. By pressing it under the water, the water pressure on the balloon increases slightly and compresses the air in the balloon. This increases the density of the (balloon, weight) combo so that is more dense than water, hence it sinks.

High altitude weather balloons are only inflated partway with helium when they are launched from the ground. The envelope of the balloon expands as it rises in the atmosphere.
