What is the two only things computers understand?

From a philosophical standpoint of view, it is safe to say that a computer understands nothing, given that understanding requires cognitive ability. From a less philosophical standpoint of view, most will argue that a computer only recognizes the two logical states of TRUE and FALSE (often also expressed as 0 and 1, or other pairs derived from actual physical implementations within the computer's electronic circuitry, such as high and low, or 0 volts vs 5 volts (or other non-zero voltage values).

Why computer understands binary language only?

All forms of data within a computer are based on digital circuits. A digital circuit can have exactly two states, one of "on" or "off". They are not able to represent intermediate values, such as "half-on" or "three-quarters off"; this would be known as an analog circuit. Since there are only two possible states for any single datum (called a "bit"), computers can only understand series of these bits ("bytes", "kilobytes", etc).
