What we usually refer to as "cold-blooded" animals, are technically called Ectothermic. Ectothermic animals aren't actually cold-blooded in the standard sense, it's just that their metabolisms are much lower than "warm-blooded" creatures. So they're dependent on the temperature of the air around them to help regulate their metabolism. This is the reason you see most reptiles like turtles and lizards basking in the sun. They're not just sunbathing--they're "jump-starting" their metabolisms.

They are also called poikilothermic.
