Science fiction is a very wide genre. There is hard science fiction with chemistry, biology and astronomy. This is your basic Asimov, Clarke, and Pohl. There is social science fiction with sociology and politics. This is your Bradbury's Farenheit 451 and Martian Chronicles. There is adventure science fiction with comic book heroes. There is humorous science fiction such as Douglas Adam's Hitchhiker's Guide to the Galaxy. There is little doubt that the hard science fiction is pure science fiction but most will differ about the other types.

Although Jules Verne was not absolutely the earliest writer to make scientific speculation the theme of his writing, since Mary Shelley's Frankenstein is earlier, he did produce many more novels, with many more scientific speculations than Shelley did, and he played a greater role in making science fiction into a new genre of fiction. He was a thoughtful writer whose scientific speculations were based on real scientific knowledge.

Tarzan novels by Edgar Rice Burroughs are classified by some bibliophiles ( and book stores) as Science fiction. Frankenstein, as it deals with artificially re-animated life, might be termed Occult science fiction. There were some straight writers such as Robert Louis Stevenson ( Treasure Island( who did ONE science fiction opus- in his case Dr.Jekyll and Mr. Hyde. This does not make Stevenson a science-fiction writer of the caliber of Verne, in my opinion.

Up to a point- and this was written much later than Frankenstein- Pinochhio ( lit, lit wooden boy) can be considered a juvenile-toned down adaptation of Frankenstein.
