A vacuum is a great sound insulator. Materials that absorb energy such as wool are good insulators as well.

I heard of a silicone adhesive that transformed acoustic energies into heat - that was a good insulator if it was used to glue two sheets of something together.

No, sound travels well in water.

Why is foam a good sound insulator?

Because it absorbs the sound but not all of the sound. :)

Why is a carpet a very good sound insulator?

It is not. It is a conductor of sound because it absorbs the sound.

Is steel conductor or insulator?

insulator

What makes an insulator insulate?

A material that insulates, especially a nonconductor of sound, heat, or electricity. A device that insulates another material or space from something. For instance glass is a good insulator from electricity. The electrons will not flow through glass. Cork is a good insulator from sound. Sound waves have a hard time passing through cork. Wood is a good insulator from heat.

Is concrete a good sound insulator?

no i think i am right ( i hope )

Why cloth is a good insulator for sound?

Cloth would act as a shock absorber and so it vibrates swallowing the sound energy and so energy cannot be passed through. Hence considered as a good insulator

yes water is a good conductor

Is salt water a conductor or a insulator?

insulator.

Can water be used as an insulator?

Pure water is an insulator, but in the "real world", water usually has impurities - notably ions - that actually make it a good conductor. This is theory; I don't think it is practical to use water as an insulator.
