Since one of the categories chosen for this question is Time Zones, I will answer the question in that respect and leave further explanation to someone more knowledgeable in the culture and politics of the Island of Hispaniola.
Normally, Haiti is on Eastern Standard Time (UTC-5) and the Dominican Republic is on Atlantic Standard Time (UTC-4), one hour ahead. However, Haiti has chosen to use Daylight Saving Time in 2012 in an effort to reduce energy costs. Since Eastern Daylight Saving Time is the same as Atlantic Standard Time, the whole island is on the same time until November 4, 2012. Haiti is not expected to continue using Daylight Saving Time after 2012, but time will tell for sure.
