At the present time, we don't know if other universes even exist, let alone the nature of their physical laws.

However, if other universes DO exist in the way we (presently) expect them to exist, then it would be quite surprising if ALL of them had physical laws that do not permit the existence of objects orbiting around large volumes of hydrogen. The ability for that to happen is pretty "robust," in the sense that it would take physical laws VERY different from those of our own to prevent ANY such objects.
