Pure water is neither acid nor alkaline: it is (essentially) neutral pH= 7.0 (at 25 oC).

Municipal tap water is normally very slightly lakaline (pH=8), sometimes 'natural source' water are slightly acidic (pH=5 to 6) depending on well, river, lake or ground conditions.

When you add acid, pH is lowered (<7.0) in the acidic range,

and with alkali (base) pH becomes >7.0 in alkaline range.

If plants are green and blue and dark colours they are alkaline, but if they are yellow and orange etc. then they are acidic.

well plants actually grow better in acidic water because using alkaline water will give there plant less nutrients acid water carries more nutrients although most plant prefer acidic water
