A gas is a fluid substance, meaning that its particles generally move around freely. Unlike a liquid, however, a gas is not limited by volume.

For example, a gas will expand to fill the shape of it's container, regardless of how large or small, while a liquid, though also fluid, will only fill the container to the extent of its own volume.
