Safety Goggles are used to protect your eyes from airborne hazards. These may include very bright light, dust particles, flying shards, chemical splashes, smoke, corrosive liquids, etc. They should be used wherever there is a potential for eye damage that is too severe to rely on safety spectacles (safety glasses). In the workplace they should also be used whenever the work rules require their use. In a laboratory, they should be used whenever handling hazardous chemicals, working with vessels under pressure or high vacuum, or when in a lab where someone else is working with such materials.

Safety glasses (called goggles) are the eyeware we put on that protect our eyes in the laboratory. Though this safety ware may not be as attractive as we might like it, form follows function as regards protecting our vision. The devices do work, and it is a hard and fast rule that they should be worn in the lab for all experiments where they are specified. They may have earpieces that permit us to put them on like a standard pair of glasses with corrective lenses. Perhaps they lack earpieces and have, instead, a headband so they can be worn in the manner of swimming goggles with the head strap going round our skull to hold them in place. Wikipedia has an article on goggles posted. More information can be had there.

Is it okay to wear prescription glasses when doing an experiment?

Prescription glasses generally do not provide sufficient eye protection, particularly on the sides. There are several styles of laboratory eye protection that are designed to fit over prescription glasses; you should wear the prescription glasses and safety glasses or safety goggles as well. It's also possible to buy prescription safety glasses, but they're fairly expensive. Again: Ordinary prescription glasses are not a substitute for safety glasses/goggles.
