A wind is created when there is a pressure difference between two places. Most commonly caused by the sun heating the land, and hot air rising. Thus drawing cooler air in from the coastline, to replace it.
When the ocean surface is slightly warmed, some of the water will escape as water vapour, and as this is lighter than air, it rises. This is the cause of cyclones.
