This depends on the KIND of fuel (wood, carbon, oil, gas) and state of matter (fluid or gas), at least there should be (some, little) excess of oxygen (from air). Also flame temperature might play role.

Carbon bricks will never burn non-L, pure hydrogen gas with oxygen burns colorless.
