It is often a physical change, but in some cases, as when sodium and chlorine are mixed, and heat (ie energy) is applied, it is a chemical change.

If one had to go with one answer, it would be physical.

The addition or removal of energy is a physical change, and not a chemical one. To cite just a single example, water can be cooled to form ice or heated to form steam or water vapor. In all cases, it remains water (H2O). Adding (thermal) energy to it does not change its chemistry.
