All gases will diffuse through rubber to a certain extent. The difference in pressure for the helium between the inside and outside is 1 atmosphere and so it diffuses out. Note that the difference in pressure for the air between the outside and inside is also 1 atmosphere and so the air diffuses in. You can buy high quality balloons so that this does not happen as rapidly.
