Sawdust and cloth are non-metals and thus insulators of heat. They slow down the melting process of the blocks of ice so it gets to where its supposed to be without becoming a messy puddle of water.
Both wood and wool are bad conductors of heat. They do not permit heat rays to reach the ice easily. they are natural insulators - like a thermos - but they do not stop it from melting, they only slow down the process.

We have one in this area and it gets a 100+ in the summer, but he was able to keep his home and garden cool with no air conditioning because it was underground. Wrapping the second jar with a woolen scarf would insulate the jar, reducing heat transfer to and from the surroundings. This could help the ice lolly in the jar stay frozen for longer compared to the jar that is not insulated.
