Because there is no firm predictive use for it. Economics is based almost entirely on experiences, personal and historical.

Main division would be between the "hard" sciences such as physics or biology and the "softer" sciences, sometimes called the social sciences such as economics or psychology.
A pseudoscience technically isn't a science. Pseudosciences are practices/doctrines/disciplines that are similar to the hard sciences but lacks the empirical testing system that defines the hard sciences. Astrology would be an example of a pseudoscience.

Economics uses empirical models driven by mathematical tools and statistical data to reach objective, positive conclusions. When economics makes normative conclusions, all normative conclusions are not subjective in morality but use efficiency (as in other applied sciences) as the right outcome. In economics, as opposed to other social sciences, general, well-defined answers can be formulated and experimented on, like the physical sciences.
Most sciences require empirical evidence (that which is gained from physical interaction and observation), philosophy does not. While empirical evidence effects philosophy. philosophy does not impact the empirical sciences (Chemistry, Biology, etc...)

Because one can conduct studies about the sociology of ... As in, "the sociology of history" or the "sociology of economics". Sociology is the only social science in which one cannot say "the sociology of sociology".
