The social systems are thought to be so complicated that a mechanical or other kind of physical type of solution would appear to be inappropriate.

Actually this is not so and with the taking of two assumptions, it is possible to treat the social systems as physical ones. These are;

A) THAT THE SYSTEM AS A WHOLE BEHAVES AS THE AGGREGATE OF ITS PARTS

B) THAT THE BEHAVOUR OF ANY ONE PART OF THE SYSTEM IS IDEALIZED INTO RELATIVELY SIMPLE TERMS OF CAUSE AND EFFECT (AS IN REGULAR SCIENCE).

Unfortunately most social scientists lack engineering or exact-scientific training and are unable to develop these kinds of thoughts or analyses. It will need "social engineers" to construct such systems in model form before any significan progress can be made in this science.
