Boot is short for "Bootstrap". It's from the aphorism to "pull one's self up by one's bootstraps." A bootstrap load was the way early computer manufacturers described the process of a computer loading its operating system.

It's called the POST confirmation, or Power On Self-Test confirmation. It tells you that the computer completed a check-up of itselft and everything is ok to proceed to load the operating system. If for example you are missing a key element to the computer such as they keyboard, memmory, or a hard disk, it will beep differently to let you know.
