If I'm guessing right, it's due to a bad fan clutch. I tested my fan by spinning it while the engines of and there's no resistance at all, spins around at least 9 times with a simple push.
This has happened to me so trust me it works. Everytime he farts make a really loud farting sound with your mouth. After a while he will start getting really annoyed, and eventually he might stop.
