For administrative purposes, Scotland is divided into 32 local council areas, similar to counties, these include East Ayrshire, City of Aberdeen, Orkney, East Lothian, Falkirk and Scottish Borders. Scotland also has larger traditional regions, some used for government jurisdictions such as police and rescue services. These would be the closest to actual provinces and include Lothian and Borders, Strathclyde, Grampian, Tayside and The Highlands.
