Moderately populated means that there's a medium amount of people to land area. Unlike sparsely populated it has more people. It usually depends on the land itself, either it is full of trees, very hot, very cold, or too busy, or too quiet. It all depends on the type of land areas people like to live in.

An example can be: Canada. Areas like Toronto is very densely populated because it has a lot of job opportunities, and it is easy to get around because things are right where you need them to be. Like shopping malls, grocery stores, police stations, fire stations, hospitals, schools, and more. Most of these places are in one area and about 5-10 minutes away. That's why most people like to live in Toronto and not places like North West Territories where it is very cold.
