There are many countries that appeal to different people for different reasons. It cannot be determined which is the "best" country because there are different factors one needs to consider, such as:

  • landscape and physical beauty of the country
  • freedom and personal safety
  • political system and how peaceful the country is
  • quality of life, such as education, health system, foods, etc

Incidentally, the Human Development Index labels Norway as the best country to live in the world. But it remains that individuals will always have their favourite, for their own reasons. Because of this, there can be no real factual answer to the question.
