The Papal States are the territory ruled by the Pope. Formerly the Papal States consisted of most of central Italy, plus some other territories, for example Avignon which is now in France. The Papal States varied in size throughout history, and in some periods did not exist. The territory currently ruled by the Pope is the Vatican (technically called the "Holy See"). The term "Papal States" is no longer used, because the territory now is so small.

A messenger or ambassador from the Roman Catholic Pope is called a nuncio. Nuncio comes from the Latin word for messenger. A nuncio may represent the Pope in foreign countries.
The usual term would be "papal legate", but if you were talking of a purely diplomatic envoy of the pope it would be "papal nuncio".
Well the name Nuncio means 'messenger' or 'a papal ambassador or Representative' and it also comes from the same root as 'announce'. Its origin is Italian.
