The reason some countries have a lower Birth Rate is because they get married later and only want 1 child. Some countries (china) have a one child policy which restricts them to one child however in china you can apply for 2 or even 3 if they are girls. Some Countries have a high Death Rate so to make sure some children survive they have a lot of children
