Yes the SNAP program is through the USDA and is a federal program. Benefits can be used in any state throughout the US and Puerto Rico. The state in which they are issued is irrelevant. If a retailer takes snap benefits, you may use it in the state of your choice.
I currently receive benefits in Alabama. I live in Phenix City, AL which is on the border of GA. Many of the stores that I shop at are closer if I just go across the line to GA and my benefits are accepted. Prior to becoming unemployed, I was a store manager for a Dollar Tree and we accepted SNAP benefits. I never had a problem processing transactions for out of state benefits.

You can do it in a very easy way. To check your food stamp balance, there is usually an 800 number on the back of your EBT card. You call the number, input the 16 digit number on the front of the card, and your balance will be read.
