A visa is the legal tool that lets someone who is not from the United States come to our border and ask for permission to enter, and there are many different types of visas which all have their own rules and limitations.

If you want to study in the United States within a full-time program, for example, and you aren't from the US, then you need to ask the department of state for a Student Visa.

When you receive your Student Visa you will come to a US port-of-entry and ask US Customs and Border Patrol if you can enter. If you are admitted, then you must uphold the responsibilities of your Student Visa while you are allowed to stay here.

If you come from one of the countries which participate in the Visa Waiver Program, WVP, and you want to visit the United States, you may not need a Visa to come to a United States port-of-entry to be inspected.

I think the first answer is a bad answer because it only discusses visas to enter the USA. The question does not mention the USA, it is generic.

A visa is a document issued by a country's government allowing the holder to enter and / or to leave that country.

Whether a visa is required, and how to obtain that visa depends on the laws of the country to be visited, what you intend to do there, and also on your nationality.

For example:

Country A may require visas from citizens of country X if they want to live and work in the country, but not if they are visiting as a tourist for up to 60 days. But citizens of country Z require visas for all purposes, including tourists.

Country B may require visas for all visits from citizens of Z, but never from citizens of X.

Visa rules are usually reciprocal, it is the same rules for citizens of A visiting B, as it is for citizens of B visiting A.

A visa may consist of a stamp in your passport, or a separate document.

A visa is usually obtained from the embassy of the country to be visited.
