The population explosion isn't planned as in having goals and objectives. As people gained better living conditions, learned to have better food, got medical care, more countries experienced growth in their populations. It used to be that they had as many kids as they could because the chances of them dying were great and the parents needed them to gather food etc. Places like China placed one child limits on people due to the phenomenal growth. In the 70's when Birth Control became used this offered a way to control population.

We currently have issues with population growth after WWII> The soldiers came home and had families and the Baby Boomer generation was started. This will place great strain on systems that care for the elderly as the generations after this did not come close to the Boomers.
