If you are writing a reference for someone applying for British citizenship, for example, it would be useful if you could say something about the applicant's knowledge of English and also of British institutions, history, etc., and whether he/she is keen to learn more. (A couple of sentences or so on this kind of thing is usually fine). It would also be helpful if you could say whether the person has settled well into life in Britain and takes a positive view of the country.
