I received my actual citizenship last year and I can say that I had outstanding debt at the time of my application and this did not affect the granting of my citizenship in any way. I was never questioned about this once.

Now, I'm not sure about Green Cards as I never had to apply for one (one of my parents is an American citizen), but I doubt this will affect it. If you would like to be sure I would refer to your Immigration lawyer. In case you filed through an employer I would consult their HR department.
