Provided they have the right equipment and know what to do, yes, absolutely. However, many of the devices and chemicals which may be needed to do the analysis are expensive, specialized and/or restricted. You would be better off letting a professional do it for little or no personal cost.
Since in the US, the personal costs of having a professional draw the blood and a lab to do the test are not insignificant, until we have health reform to provide affordable health care for all, it would be great to have an alternative. Unfortunately, most people don't have the ability to do venipuncture (use a needle to draw their own blood from their veins).

There are some field test kits available for use that only require a drop of blood (like a Diabetic's blood sugar meter uses) for different tests. Some that are currently available are:

Pregnancy Test
Cholesterol Test
Fecal Occult Blood Test
Blood Glucose Testing Kit
urinary tract infection Screening Test
Skin Growth Monitoring

Other kits are available for certain blood tests like HIV, liver panel tests, drug testing kits, etc., but most of these home blood tests require that you mail the capsule containing the drops of blood to the lab for the analysis and report preparation. There are not yet many blood analysis kits (like the ones listed above) that will analyze and give results on the spot (these can also be less accurate, and give false results if the directions are not followed exactly as written).
