This is a good Question, .And yes they can if she says that she is going to harm her self or others, Or if she has taken drugs that was a result of drug overdose . In many state they go by a 302 Code - It's a hold for 72 hours. That's it. Unless the next to kin comes in , Then they can stay longer. But the 302 they have to stay. Court Order.

If you voluntarily admit yourself to a hospital in New York...you become a "guest" of the state for 72 hours. They will evaluate your mental state and either release you, or you stay longer until a doctor says you can be released.
If you feel it is necessary then yes, you may admit yourself to a psychiatric hospital at any time you wish. Should you choose to admit yourself then you will also be able to decide when you are prepared to leave where as with a court order the court decides when you can leave.

This question is rather vague, but I imagine what you're asking is under what circumstances is a normal (i.e. non-mental health) hospital legally obligated to admit a patient. A hospital has a right to refuse treatment under normal circumstances.
