If you have a problem with you foot you really need to go and see a qualified medical practitioner (a doctor) about it.
It is very possible that the two are related. If there is a fracture or slight break in your foot then the pain could be felt on both the top and the bottom of your foot/feet.
Sorry to hear that you are having issues with your foot. If you haven't already gone to the doctor, you should probably do that. While you are home, you should have your foot elevated and have ice on it. You should probably stop dancing for a little bit, at least until the pain subsides.
There are a variety of reasons you can have pain to the top of your foot. It could be an injured area (sprain, strain, fracture), it could be a skin issue (fungus, burn, blister, dried skin), or it could be a joint/medical issue (arthritis, gout). Best advice is to see your doctor and let them figure out what is causing your pain.

A fracture of the dorsal aspect of the distal talus is a break in the top portion of the talus bone near the ankle joint. This type of fracture can be caused by trauma or injury to the foot and may result in pain, swelling, and difficulty bearing weight on the affected side. Treatment typically involves immobilization with a cast or boot, and in severe cases, surgery may be necessary.

The term "Top" in plastering means the finish or "top" coat. It needs to be stiff and thick so it doesn't run when applied to the surface.
No, a fracture of the femur is a break in the thigh bone, while a fracture of the hip usually refers to a break in the bones that make up the hip joint, such as the pelvic bones or the top of the femur where it connects to the pelvis. Each requires different treatment approaches and can have different long-term implications.
The top of the foot is the dorsum of the foot. However dorsum is a synonym for top or back, therefore any body part can have a dorsum, in fact every body has a dorsum - as it is a synonym for back. The word dorsum on its own - without a qualifying "of the foot" would mean a person's back. There is no single word for the 'top' or 'dorsum of the foot' like there is for the bottom of the foot i.e. sole. The word 'sole' represents the entire meaning "bottom of the foot", whereas if one used dorsum one would have to qualify what dorsum one was referring to - i.e. dorsum of the foot. That is probably due to common usage as one can also use sole to describe the underneath of other body parts, objects. If we had the need to refer to the top of our feet as much as we need to refer to the soles of our feet, then it is very likely that the word dorsum, like the word sole, would have no need of the qualifying "of the foot" as it would be implied and understood.
