Garlic does not affect you. Well not that I know of. But my mother has a slight ecxzema condition. Notice if you start getting itchy during winter or when winter comes. If you do have itchiness then consult your doctor as soon as possible.

If you can't apply some cream or baby oil 3 - 4 times a day to keep your skin moistered. And always have a cool bottle of water with you where ever you go. Apply lots of sunscreen and you know to your face, arms, legs, neck etc. The whole point is to keep your self soft. :D Really. If you think garlic is affecting you then ask your doctor. Ask your doctor if you could have an allergic reaction to it.
