False negatives are much more common than false positives. The commonest reason is that the test is taken too early. It takes 6-10 days after fertilisation for the embryo to implant and start producing hormones so you are unlikely to have built up a sufficient hormone level to test positive until around the time of a missed period. The other reason is if the test is not taken with the first (and strongest) urine of the day, the hormone in the urine is too diluted to register on a test.
