I assume that you want to make your thighs and butt bigger than now. To do that you need to consume a bit more protein than normal Train your legs twice a week. Train with deep squats with feeling your butt muscle in regular stands and in wide stands(wide stands hits your butt real hard) Also do some sapping movements like stiff legged deadlifts and extensions. Train hard and eat harder to achieve your goals

As a female, the butt is naturally one of the first places where excess calories (better known as "fat") is stored. Therefore, in making your butt look smaller you're going to have to get down and dirty into the cardio. Because your butt's (potentially) large composition is the result of excess calories, basically any exercise will attempt in decreasing it's size. Your butt can't look "muscley", it's fat, it'll decrease with more energy being expended... however, what muscles are being worked throughout this area will only increase the burning of calories (for every pound of muscle you have you burn an additional 50 calories AT REST!)... in building muscle just do activities that target the butt area: bike ride, swim, run. This area will become toned and won't look muscular because fat can't turn into muscle, you either gain fat or lose it, it won't turn into muscle, the only muscles that'll be worked are the ones you body is predisposed to naturally have.
