As you can see, the polio vaccine is here included as part of a package of vaccines.
When you include transportation of vaccines and the labor to administer the vaccines, the price increases a great deal. According to the WHO web site, that package of vaccines along with hepatitis B and Hib vaccines can cost $20-40 per child.

The flu shot would not cause shingles, however, each individual's response to drugs and medications can be different. Ask your doctor if, in your case, the immune response to the flu shot could have caused your outbreak of shingles. It is doubtful, but potentially not impossible. If that were the initiating event, it would not be that you "caught" shingles from the vaccine, it would be that the immune response to the vaccine might have triggered the chicken pox virus to reactivate and create shingles.
