You must remove the door panel to gain access to the inside of the handle. Chect the rod and make sure the clip hasn't fallen off or broke. The more common problem with those handles are the eye where the rod attatches gets busted by someone who lets the handle snap back into the rest position. To replace the handle, you must remove the inside door panel to gain access to to the mounting bolts that hold the handle on.
