He's probably just fine I wouldn't imagine anything is wrong with him. He'll probably use it eventually. If not, maybe try using other objects like empty toilet paper rolls. I used that for my guinea pig.

You can also use branches of wood like fruit tree branches but nothing with thrones. Make sure there is always something to chew on because gerbils can totally chew up a loo roll within hours.
