No. However there are a number of devices sold over the internet that are used to stretch the remaining skin of the penis over a period of months or years. While the existing penile skin can be slowly stretched, it will not resemble the actual foreskin. Actually, a new foreskin can be created by surgically grafting skin from another part of the body, but it's probably not exactly like the original.

Once you are old enough to make decisions for yourself you may partake in just about any sort of self mutilation. I would suggest you check into the wisdom of penis mutilation before doing it because once done it will never be the same.
