Yes & No. It's not bad if the bumps are painless and you've had them most of your life (or when you went into puberty, and they're on the surface. The bumps are probably related to hair follicles. If the bumps are under the skin surface you need to know...are they freely movable and painless? Should be okay. If they feel like they're "stuck" to other structures in the ball sack (testicle) and are tender...YOU NEED TO SEE A DOCTOR. Testicular cancer is rare but every male from age 13 on up should be doing monthly self exams on their testicles just like women do monthly breast exams.
