Typically you will reach menarche within four years of starting puberty, it's unlikely that you know exactly how long you've been experiencing discharge but even if you have been getting discharge this long it's still nothing to worry about if you've not reached menarche yet. It's only a worry if you reach 16 or older without ever having menstruated, as long as you're going through puberty you will likely menstruate...just be patient.
